Make sure that your axles aren't broken. If you have a broken axle the power would transfer to the wheel with the least amount of resistance (to the broken axle) therefore not propelling the vehicle. Also look at your fluid level and condition. It is possible that the transmission is slipping in which case you'd need a transmission/rebuild.

Put your foot on the brakes and have someone see if you have brake lights.This has a shift interlock that uses the brake lights to complete the circuit that unlocks the shifter from park. there is a safety switch on most cars that wont let you shift from park without applying the brakes. its usually located on the brake pedal. if thats defective, it wont allow you to move the shifter normally. sometimes, it can also be located on the transmission. im not too familiar with volkswagon, but either way, I believe that switch is your problem.

Sounds to me if it has rear disc brakes you have 1 or 2 bad calipers

There is an interlock that requires the brake pedal to be depressed in order to shift the car into gear. So...first question (I have to ask!): Did you make sure to press the brake while trying to shift out of park? If so, theres a good chance that the brake switch is bad.

Pull hard on the steering wheel to the left and the steering wheel lock mechanism should release. I mean pull hard to left because shift interlock is froze if you cannot get it this way you will need a pro to help! Good Luck Mate.
