Possibly an internal failure of the reverse switch. The blown fuse is for both the reverse and the turn signal lights. The fix is replacement of the reverse switch.
Loose wire or microswitch that is shorting to ground. It should be somewhere near the shift lever base pivot area and activated by the reverse position. If not then same thing somewhere along the wire from the above switch to the reverse lights.
Remove the backup bulbs and check again. If the fuse still blows, find the backup switch and see if it has failed and shorts when activated. You may need a Chilton book to locate the switch, it may be on the transmission, or on the gear selector linkage.

check the wire because if the fuse keep blowing there's a wire somewhere on the car that has contact with the frame so everytime you put your car on reverse the 12V wire shortcut on the frame so the fuse blow check all your positive wire and your bulb as well

it proably is your neutrual safety switch. it controls your backup lights. the same thing happened to mine. then mine would not start anymore after a while. It can be removed and cleaned.
