Our automotive electrician Jeff posted up at the top. Better down here. You also have good information from Kardoc, you have a dead short to ground.

How can I get wipers and blower to work???? You can't if you don't know how to test automotive electrical circuits, using wiring diagrams an diagnostic trouble charts from factory service info. www.alldatadiy.com
This would mean you have a short in either the wiring or the heater fan or wiper motor. If you have a multi-tester you can disconnect the negative battery terminal and use the OHMs function to test the wires going to the wiper motor or the heater blower. Only 1 wire in each plug connector should be grounded to the car body, not both. If the positive wire is connected to the car body it is a short.
Another way to check at the expense of a few fuses is to leave the power connected and disconnect the wiper motor connector, and insert a fuse in the holder and see if it breaks. If it does not break then it is in the wiper motor or wiring. By unplugging the wiper motor connector you have eliminated the path to the short.
You can do this test as easily by starting with the heater blower. Unplug the connector and then put in a fuse in the holder and if it does not break, the problem is either in the blower motor or the wiring to the blower motor. By unplugging the blower fan you have eliminated the path to the short.
Now you do not have to sacrifice a fuse each time if the multi-tester is set for 12volts instead of OHMs and you use the leads on the clips that hold the fuse. But multi-testers usually do not have alligator clips and you would need to
hold the test leads to the fuse holder.
On some models there is a blower motor resistor between the power source and the heater blower. Usually they do not short like you are experiencing. You could have a wiper switch malfunction in the steering column, which could also go away each time you disconnect the wiper motor.
Hope this helps
Sorry no idea with a look myself ,the wipers staying on is caused by the self park mechanism inside the motor unit breaking off but why a new motor isnt working i have no idea other than to check the plug connection on the motor
The buzzing is from the washer pump, probably just a broken hose. The wiper motor needs replaced. it is under the grill that the wiper blades connect at. several screws to remove along the top and bottom. The linkage either pops off or there is a clip to remove. Three bolts for the motor.
ok here ya go...open hood along the back cowl locate the wiper motor, there is a bolt that holds the square plastic piece called the wiper pulse module its a easy fix and you almost...cant mess it up. you can also turn the wipers on and when they arent working smack the pulse module with your hand.they will propably come on and thus confirming it is worn and bad.tahe it off you will see how it works.hope this helped let me know have a good day Darrell
Problem with blower motor is the blower motor resistor. They are usually located next to the blower motor, a couple of screws and a couple of plugs and your done. Autozone sells them for around $30 each. Wipers you may want to check for relays under the hood in the fuse block. There may be 2 relays 1 for low and 1 for high. I have switched relays from other working accesories and got wipers to work. Sometimes bad connection.
HI. This is a possible motor issue. To confirm, use this procedure. it will help isolate the actual issue at hand.
1.Make sure the battery has a strong charge and is in good condition. Use a voltmeter to get a reading if necessary.
2.Connect a jumper wire between ground and the wiper motor. Turn the key on but don’t start the engine. Turn the wiper switch on. If the motor works, check for a corroded or loose ground connection.
3.Turn on the car key but don’t start the engine. Turn on the wipers. Check for voltage at the wiper motor with your voltmeter. If you get a good voltage reading, turn the key off and disconnect the motor from the wiper linkage.
4.Move the wiper arms by hand. If they are stuck, you have found the problem. If the wiper arms move freely by hand, go to step 5. If voltage is not reaching the motor go to step 6.
5.Remove the wiper motor by disconnecting the plug and removing the bolts using a wrench or ratchet. Use a pair of jumper wires to connect the wiper motor directly to the battery. If the motor does not work, replace it.
6.Turn on the key but don’t start the engine. Get a voltage reading across the wiper switch. If there is voltage, use a jumper wire to bypass the switch, if the motor works now, replace the switch, otherwise go to step 7. If there is no voltage at the switch, go to step 8.
7.Check for continuity at the wire between the switch and the motor. The wire could be loose or disconnected.
8.Check the wire coming from the fuse panel to the wiper switch. It could be disconnected or loose.
