I've fixed this problem before. You have to disconnect the wiper transmission from the wiper motor. Put wipers in off position, unbolt the plate on top of wiper, turn wipers on then off. In the off position see where the wiper transmission is position in relation to where the park position is, remove the top plate from wiper motor and position it so as to be able to reconnect the wiper transmission now in the proper place. Wiper will move to the intermediate park position and then will not work period. when starting car the wipers return to off park postion and when turned on runn a little and then go to the intermediate park position and quit working.
