It sounds like a fuel problem, so you would need to have the fuel pressure tested. This will verify the fuel pump and fuel filter are not the problem if the pressure is correct.
Replace the Intake Air Temperature Sensor.
Depending on your size Engine (2.4L, 3.0L or 3.3L) It should be located where the Air Filter is. When you take the cover off, it wil be mounted into the cover. It has the only wires going to the cover.
This sends information to the Computer which adjust the air/fuel mixture - causing surges.
The 2nd recommednation: to remove, clean and check is the Idle Air Control (IAC) Valve and replace if necessary.
block off vacuum hose to brake booster and see if idle returns to normal if it does you need new brake booster has hole in diaphram internally some times slight hissing noise is evident in cab when pressing brake pedal to section where engine surges or idles high. also check for fuel leaks from hoses if you can smell fuel in engine bay while running and engine warm some leaks only leak while running and hot
while driving engine will surge 1000 rpm
