do not change the batery. If the car still runs fine the problem is a blown fuse. Find the fuse panel, On the back side of the fuse panel cover is the fuse location chart. Look for the cig lighter fuse it is probably 20 amp

The cigerette lighter fuse is # 17. If you look at the top left fuse go down 5 that is # 17. Or you can get the manual on the link below page 138 will show you also.

To find the Fuse for your Lighter Take off the Fuse Box Cover ,On the back side of the Cover there will be a Diagram,Showing You Which Fuse goes where and Also Shows you The Proper Amperage,If you Have the User Manual it will also have a Diagram of the Positions of Where Each Fuse Goes.Cigerette Lighter on Some Vehicles Is Marked in Fuse Block as Accesories or Could be a Seperate Fuse for Cigerett Lighter. your fuse #32 of 20amp is out under the hoodbox, replace with anotherone or the spare #67 under the hoodbox. =] problem solved.

check the fuses- there is a panel down by your feet, more than likely a fuse for one/both

check to see if there is any power at the cigar lighter as the holder may be faulty or a bad earthg
