The fuel pump runs at full pressure all the time and the pressure regulator is in the fuel manifold and it maintains pressure to the injectors. Any excess is drained back to the tank
Check for a burned fusible link under the hood. If you have power at the fuel pump relay, you could have a bad ignition switch or bad oil pressure switch...accordianman
It could very well be that your fuel pump went bad. I am more inclined to say that the in tank fuel pump would go before before the relay . But you should find the fuel pmp relay under the hood near the main fuse box, if not in it.

Check the fuel pump relay switch. According to a post on the Ford Truck Enthusiasts Forums, the fuel pump relay switch is located under the PDB (Power Distribution Box) . You may need to refer to the wiring diagram to locate it. If you don't have one, you can request it from the same post.
Check the fuel pump cutoff switch. This switch is located behind the firewall and is designed to shut off the fuel supply in case of an accident .
Check the fuel rail pressure regulator. If the fuel pump and the fuel cutoff switch are working fine, then the problem might be with the fuel rail pressure regulator. This is a small can mounted inline with the fuel rail with a vacuum hose attached to a hose barb on top of the unit .

Richard, the fuel is to create the fuel pressure that is needed. But, the pressure regulator is only to keep the correct pressure at the fuel rail. On almost every vehicle the pressure regulator is either on the fuel rail "OR" on the fuel pump module inside the gas tank. If you have no fuel pressure I would suggest checking for power and ground going to the fuel pump in the tank before buying any part. Because if you have power and ground at the pump then you will need a new fuel pump. If you don't have power and ground at the pump. You'll need to check for blown fuses and swap the fuel pump relay for one that is the same type in the fuse block. Fuel pressure regulator ! An it's location is inside the fuel tank .
The fuel pump (FP) module contains the fuel pump, fuel pressure regulator and the fuel sender assembly. The fuel pressure regulator is attached to the fuel pump in the fuel pump module located in the fuel tank. It regulates fuel pressure supplied to the fuel injectors. The fuel pressure regulator is a diaphragm-operated relief valve. Fuel pressure is established by a spring preload applied to the diaphragm. Excess fuel is bypassed through the regulator and returned to the fuel tank.
Most cars today have the pump in the fuel tank so it will need to be droped to get the fuel pump in and out.As far as the filter if it has one in the tank it may not have another one. If it does you will find it when under the car doing the pump.Some are located on the fram rail.
The fuel pump in the gas tank and the fuel pressure regulator are what controls fuel pressure-the pump builds pressure in the lines and the fuel rail on the engine, and when pressure is correct the pressure regulator keeps it constant by controlling the fuel return line from the fuel rail to the tank. If your fuel filter is clean and not plugged, it sounds like the pump or the pressure regulator needs to be replaced. Even though the pump is working, it may be weak and failing. Some vehicles have the FPR inside the tank with the pump-You will have to check where yours is located. If it is located on the fuel rail, it can be checked to see if it is working right. Good luck.
Raise the Neon's rear end on jack stands. Remove the panel inside the trunk covering the fuel pump assembly. The fuel filter should be on top of this. On most Dodge Neons the filter is usually directly attached to the fuel pump. In that case, those two parts should not be separated and should be replaced together.Its a silver dome about 2.5 inchs round with a single plastic hose coming off it.
REMOVAL :------- WARNING: THE FUEL SYSTEM IS UNDER A CONSTANT PRESSURE, EVEN WITH ENGINE OFF. BEFORE SERVICING THE FUEL FILTER/FUEL PRESSURE REGULATOR, THE FUEL SYSTEM PRESSURE MUST BE RELEASED.
Refer to Fuel System Pressure Release in the Fuel Delivery System section of this group. The fuel filter/fuel pressure regulator is located on the top of fuel pump module. Fuel pump module removal is not necessary.
Raise vehicle on hoist.
Disconnect fuel supply line at the Filter/Regulator nipple.
Depress locking spring tab on side of Fuel/Regulator and rotate 90 ° counter-clockwise and pull out. NOTE:Make sure that the upper and lower O-rings are on the Filter/Regulator assembly.
INSTALLATION Lightly lubricate the O-rings with engine oil.
Insert Filter/Regulator into the opening in the fuel pump module, align the two hold down tabs with the flange.
While applying downward pressure, rotate the Filter/Regulator clockwise until the the spring tab engages the locating slot.
Connect the fuel line to the Filter/Regulator.
Lower vehicle from hoist.----------------

do u mean the fuel pressure regulator? ok this i assume is what you need, the pressure regulator is located on the top of the fuel tank, to access this u remove the the panel covering the cargo area, the panel is on the passenger side, the pressure regulator is directly under that panel, to release the fuel line from the regulator Press the spring tab opposite the fuel line,twist, and pull. below see a picture of the regulatorassembly.
The fuel pump relay in located near the air filter on the drive side of the car there's two relays there screwed into the fender. To make sure its the right one have someone turn the ignition on but dont start it. and see if you hear a click or feel a click thats the one you wanna pull the other one is for the AC. I hope this help's ya if your car is running sluggish, I have replaced the Fuel Regulator No fix, Replaced the fuel filter no fix, it turned out it was the fuel pump. Running 53 Psi when the motor is cold, when the motor is hot the fuel pump shuts off and gives 10psi and then the car dies.
