The Passenger Compartment (steering wheel) box does 2002 to 2007 according to these. HOWEVER, although the same layout, so do different things depending on the year like this one.
The fuses are located in the main fuse panel either under the dash or under a large plastic cover under the hood in the engine compartment. The description of what fuse is what should be labeled on the under side of the cover.
Hi, there is probably more than 1 fuse panel on the F-350's. There is one under the dash of the drivers side and one under the hood, by the left hood hinge.

The brake booster is a vacuum operated mechanism that is obviously failing on your van. It's the big round device that your master cylinder and bolted to (mastyer cylinder is directly under the brake fluid reseviour). Check the vacuum lines for leaks. If not, most times the master cylinder has been bad and leaking fluid into the booster which will damage it.
It mite be your trailer harnes or if you had it in a dealer shop like I had mine thay probed all of my wires under dash and now thay are kind of bare in places
