My 94 Accord won't start and when it does it has no power, sputters and smells of gas fumes
Sounds like the timing belt is in need of replacing. Another thing to check is a plugged up cat. converter.
A clogged catalytic converter would not prevent engine start, but will cause it to run rought or just die out (but it will start if everything else is working properly - AIR, FUEL, IGNITION (Spark) & TIMING).

too many possible causes - fuel, ignition, timing, vacuum leaks, etc. Every engine requires a minimum 4 elements to function.. AIR, FUEL, COMPRESSION, and IGNITION (spark). If any of these is missing, the engine will not run. If you have all 4, then there's TIMING.... it's the only thing left.
