My 1999 Mercury villager van its getting hard to turn the steering wheel and makes a loud squeaky noise when we turn or turn the van on.. And also when I try to start my van it doesn't want to start I have to keep turning the key then it turns to on
Be sure it just isn't a loose belt first. That's where the squeaky noise is coming from. If the noise is a low pitched growling type noise then I'd say look for a new pump. If you have someone handy and isn't afraid to get dirty, replacement pumps can be had at any auto parts store.
The hard power steering is given away by the loud squeaky noise . It is the drive bely slipping from worn out or needs adjustment.. If the key problem is in the switch the replace the switch of if it is not engaging the starter motor have a look at the battery connections (shiny clean and tight) or the solenoid or starter relay.

turn the wheel all the way to the right till you hit the end of it's travel... move it back and forth toward the end... shut off the motor and check the power steering level fill if needed... now do it toward the left side. check the fluid level when you are done... is the noise still there ?

The squeeling noise you hear could be the bearings in your power steering pump, when bearings go bad they tend to make a squeeling noise.
