Turned on the windshield wipers when they were still forzen to the windshield. Turned them off immediately. Finished scraping the windshield and turned the wipers on - they did not work. Left them and went out to see if I could "help" them work. They now only work in "high". How do I troubleshoot problem to see if it is the motor or the board?

Well sure enough all I had to do was replace the circuit board...wish I had done this a couple months ago...it was so easy to do and will now be much easier to drive with being able to see clearly again....

It is the fuse or the pulse board. Most likly the pulse board though
SOURCE: Windshield wipers not parking
The problem could be a bent parking pall bracket. This is usually caused when you wipe snow from windshield using the wipers instead of brushing off. You need to remove both wipers and the cover from the drivers side. Remove the cover over the wiper motor assembly (held by a plastic button). On the right side of the wiper mechanism is a small tab (part of the wiper bracket). This tab needs to be straight for the wiper park pall to rest against.Carefully hammer this tab straight (or you may have to replace bracket, big job) Then cycle the wiper and you will see the assembly return to park position. Re-install all parts in reverse order.
Hope this works for you.

This is a commoon problem with what is called the "Park pawl stop". The tab is most likely bent and needs to be re-aligned, then the wipers need to be re-timed. This re-timing can be a little difficult, although the re-aligning of the tab is failry simple.

check to make sure the wipers are at its right angle on the vehicle, loose the nuts and place both wipers close to the bottom of the wind screen
