Engine smoking on start up not using any oil

Hi, you do not give a great deal of info about your car, but I will assume that it has done50K miles and is 5 years old.
All combustion engines produce CO2 and Water as part of the Carbon cycle, to produce energy. The same as when you breath out.
When the car is cold ("at start up") this water will show as steam in the exhaust fumes until the exhaust pipe has heated up, the water vapour is then not visible.
Also residual fuel in the exhaust gas will be expelled as the engine usually adds extra fuel to make starting easier at low temperature. On a modern engine the air intake has a heater to preheat the air to assist this process. Excess fuel in the exhaust gas may be coloured Black.
Faults in the cylinder head gasket may allow cooling system water to enter the cylinder bore under cooling system pressure after a journey. When the car is restarted from cold this water will be expelled into the exhaust system, and would be visible as white smoke ( steam) in the exhaust gas at start up. If the cooling system is being topped up on a regular basis, with no other leaks evident, this should be suspected, the smell of antifreeze from the cooling system being detected in this exhaust gas would be a further clue.

Never buy a car without seeing it start from cold, running it till hot and checking for the above. It can be 'disguised' by unscrupulous dealers selling a 'trade in' car through the trade. As on some fairly basic cars the cost is well in excess of £1000.00 (Yes) and count yourself lucky at that. Many other faults can cause smoke at start up, usually engine needs a major service . rebuild.

I changed the turbo now white smoke coming out of my exhaust

This seems to be a symptom of a blown head gasket.
White exhaust smoke is an indication of water / coolant in the exhaust. The car running sluggish and using lots of fuel can be caused by compression loss.

Look at the coolant level color and smell (with cold engine - don't open the high pressure reservoir with engine hot as hot coolant may spray you in the face). If you have a blown gasket, the coolant color may become brownish and it may smell bad or the level will get lower even if you have just refilled the cooling system.

What you can also check for is bubbles in the reservoir. With engine cold, remove the reservoir cap. Start the engine. Try to rev the engine (or have someone do it) and observe if there are bubbles in the reservoir tank. If you see lots of bubbles, you have a blown gasket.

Water leaking at the exhaust paty

Water leaking from the exhaust when the car first starts. This is normal as the exhaust system is cold and the exhaust fumes contains a lot of water vapour (moisture). This is more noticable during very cold weather.
As your car warm up to normal operating temperature the water vapour is still present but because of the higher temperature you will not see this water vapour.

I am having the same problem with my 94 sunfire. changed thermostat. flushed and cleaned radiator replaced coolant. no cigar. any ideas. mechanic says could be water pump but he cannot be sure and it is...

To see if it is your water pump - remove the radiator cap and start your vehicle while it is cold. the water should not circulate due to the thermostat being closed. When it is warm, the coolant should be seen to ciculate as viewed through the rad cap opening. (be sure there is lots of coolant - of course) Also if there is no thermostat - the water will circulate after the engine is started wheather hot or cold if the water pump is working. You say it is a new thermostat so I assume it is not stuck closed.

The circuit is expanding in hot wheather to the point where it is broken. In cold whether circuits and circuit boards contract slightly, reconnecting a weak solder point. Do you have an intermittant check engine light? Is it constantly on? If so new problems can arise, but the check engine light will not tell you about any new issues, it simply remains on. Get it diagnosed at any shop with any OBD2 interface to diagnose your cars specific issues. If not, just save time and replace the starter. It's probably different from engine to engine...you either have a 3.0 liter vulcan V6 or the zoomier 24 valve V6. Call the parts counter at any ford dealer and say the right things and the parts guy may tip you off on known issues. I had a 96 24v..it was a pile.
