If it is like the 2003 Toyota Camry I just worked on it is located inside the glove box.  You have to actually take the glove box out to get to it but it doesn't take more than 5-10 minutes.

The fuel filter for a Toyota Corolla from 2002 and later is inside the fuel tank there is no external fuel filter. It's generally assumed that these filters don't need to be replaced unkless the fuel pump is replaced which is also inside the fuel tank.

this sounds like the electric fuel pump in the fuel tank has failed, replace the pump and filter togeather.
