My guess is the heater matrix is blocked, check the feed and return hoses for heat after a few minutes running.
There is no cure for a blocked matrix only replacement. The hot water passes through only a part of the matrix and when you put the blower on there is no capacity to heat the air. Do not run any vehicle without coolant/antifreeze unless in emergency. This will cause the heater then the rad to quickly block.
Most vehicles running an aluminium matrix will clog within 4-5 years and 75-80 thousand miles, its common as day here in europe.

Possibly the plugs either aren't connected properly or incorrectly plugged. Recheck the plugs. Also check fuses, maybe one blew while it was being plugged. The work should have been done with the battery disconnected for that reason.

Heating, AC and vent problem

The actuator door that is behind the dash that closes off the heater core from shooting hot air thru the vents might be your problem. When you turn on your ac the actuator shuts the door to prevent the air from flowing thru the heater core into the cabin, this may be your problem if everything else is working properly. Let us know.

Most likly this van has seperate controls for driver and passenger heat and ac controls. If its blowing hot air your heat is working. These controls operate differant dampers that are electonicly controlled. If the dials arent working they would cause this problem.

Heater control only works on high and fan doesnt blow heat thru the vents sounds like its a fan being blown in the wind.

100%: Heater Control on High Only?
This is the Blower Motor Resistor that needs to be replaced. It is located adjacent to the Blower Motor.
