Sometimes disconnecting the battery does more damage then you want it might have trip a fuse or relay check those if thats not it, maybe wiper motor or transmission went out.
You are on the problem from what I read. The fluid goes from the tank, through the motor you hear, and out through small tubing to the "nozzles" that spray your windshield. I'm sure one end fell off, but you will have to search it down. Follow the hose if you can, as you may have to move some covers or parts, but look close and you may see the problem.
go to a service station with an air compressor and with the air turned down to about 20 lbs blow into the washer top small hole to force fluid thru the hoses, not a lot of pressure so you blow hoses off or rupture something
it's likely the tiny motor/pump located at the bottom of the tank that has failed. to confirm this have some turn on the washer fluid switch and test for voltage at the pump. there are several aftermarket pumps you can use as a replacement.
While you were filling the tank you may have disconnected the pump wires. If you can hear the pump activating when you use the switch then the pump may have gotten clogged , check for sediment in the tank.
For the person with the mustang - if its only coming out of one side then its a nozzle clogged or a pinched hose.
On my 850 the headlight wipers come on the same time as my windshield wipers when I pull the lever to squirt washer fluid on my windshield. The back wiper should be on an independent switch.
