Cool temp sensor replaced, Relay control module replaced. Cooling fan doesn't kick in at all at high temp and doesn't not kick in when AC is on. Fan works when disconnecting cool temp sensor plug from new sensor. What else could be the problem to the cooling fan?

The fans won't kick on then you need to replace the coolant temp sensor this runs your fans.

Did you check the parts before replacement? Check if there is power supply to the fan when engine is hot and the fan should start. Also check the temperature sensor or the automatic fan switch located below the radiator, it may be faulty.

If I'm not mistaken, the thermal fan switch would on the cooling fan itself, but the fan runs when connector is disconnected from the ECT when engine is hot.
No, the coolant temp sensor is for the pcm, the thermal fan switch is for the fan relay... by disconnecting the coolant temp sensor you trick the pcm into over riding and turning on the fan
Also, if I remember correctly you should have a cooling fan controller for the fan. Possibly next to the radiator or I've seen them behind the glove box. The little black box gets its signals from several different sources. PCM, TFS, Key on power, ac demand and thats about it. Searching for a thermal fan switch... But if it does not have one then I would suspect this cooling fan control module would be the problem... If it is, yo will need the number off of the old part to get the correct one... And yes, I have seen where Ford forgot one number which screwed everything up !!!
