MAKE SURE KEY IS OFF USE A BUCKET AND TAKE OFF LINES TO THE FILTER YOU WILL LEAK SOME THEN REVERCE THE SAME WAY BACK BUT MAKE SURE THE ARROW IS POINTED TOWARD THE ENGINE ON THE FILTER

Possibly you did as the 1981 Plymouth Reliant did come with 13" wheels. It is possible you sold him wheel covers for a 1981.

the MAP or Manifold Absolute Pressure sensor is just one of the components that send signals to the on-board computer.fault codes are stored and can be 'read' with a diagnostic tool.or by using a key on, key off sequence described in detail in a repair manual.

first check to see if the supintine belt is tight next take the car to a local parts store to have the alternator tested in the car if boyh are good then the powerstearing pump is a possible problem seeings how it shuts off while turning. but its probably a bad belt. if the belt looks good with no cracks thgen tighten the belt(s) and see if it still does it

You're right; It sounds like fuel delivery, but start with the simplest suspects first.
Change the fuel filter(s) first, and if this doesn't get it, go for the fuel pump.

1987 reliant le 2.5 my trouble codes are , 1.2 , 1.3, 5.5 what does this mean?

Been a long time since I have seen one of these on the road............. I used to own one.

Code 1.2 means that the battery has been disconnected recenty (or died)
Code 5.5 means it is the end of the codes.

However Code 13, or 1.3 as you state............. is a MAP sensor code. These vehicles are notorious for MAP sensor Issues.

First inspect the vacuum hose for cracks or breaks, I suggest replacing it anyway because the car will barely run without it. If the vacuum hose does not help, make sure the sensor is actually getting vacuum from the engine in-case it is clogged. If it is them remove the electrical connector from the MAP sensor with the key ON but the Engine OFF. Use a volt meter to check that one of the pins has about 12 volts, another should have 5 volts, and the last should have Ground. if these are ok then you will need a new MAP sensor.

you said your getting fuel if you check the fuel pressure and it's okay, you should check your injectors next, if not that get put it on machine for diagnostic test then repair accordingly

Won't start

sparkplugs are gas fouled.
change them out, or possibly faulty altenator that wont hold any charge.
