The windshield wiper/washer system consists of the following components:

Windshield Wiper/Washer System Operation
Accessory voltage and ground is supplied to the windshield wiper motor and provides the power for operating the wiper motor and logic power to the wiper motor module. The WASH, MIST, LOW, and DELAY modes are controlled by the windshield wiper/washer switch through a series of internal resistors. The windshield wiper switch supply voltage circuit is a 12-volt reference from the wiper motor module to the wiper/washer switch, and the switch position determines the point on the resistor assembly where the reference voltage is applied. The windshield wiper switch signal 1 circuit supplies the voltage from the resistor assembly to the wiper motor module and the signal voltage determines the operating mode. High speed operation is controlled by the windshield wiper/washer switch through the windshield wiper switch high signal circuit. The windshield wiper switch high signal circuit is supplied 12 volts by the wiper motor module and when the wiper/washer switch is turned to the HIGH position the windshield wiper switch high signal circuit is grounded through the switch ground circuit. The windshield washer pump is controlled through the windshield wash relay. The windshield wash relay coil and switch is supplied battery positive voltage, and during WASH mode the wiper motor module grounds the washer relay control circuit energizing the relay. When the relay is energized battery positive voltage to the switch side of the relay is supplied to the washer pump control circuit.

Wiper / Washer System Operation
The windshield wiper motor module is part of the windshield wiper motor cover and controls the wiper motor operation. The windshield wiper motor is a 2 speed motor. Windshield wiper DELAY operation is a low speed wiper motor function with a variable delay interval between the wipe cycles. The DELAY interval is controlled through a series of resistors within the wiper / washer switch.
Park Position Operation
When the windshield wiper / washer switch is turned to the OFF position while the wiper motor is somewhere in mid-cycle, the wiper motor module will continue to operate the wiper motor until the wipers reach the park position. If the ignition is turned off while the wipers are in mid-cycle, the wipers will stop immediately where they are. The wipers will park the next time the ignition is cycled to the ON position.

Disconnect the wiper/washer switch connector.
Do the wipers park?
YES - Go to Step 7

At the wiper/washer switch connector, measure the voltage of the windshield wiper switch signal 2 circuit.
Does the voltage measure greater than 1.0 volts?
YES - Go to Step 5
NO - Go to Step 8

Reconnect the wiper/washer switch connector.
Disconnect the wiper motor connector.
Measure the voltage of the windshield wiper switch signal 2 circuit.
Does the voltage measure greater than 1.0 volts?
YES - Go to Step 6

Repair a short to battery positive voltage in the windshield wiper switch signal 2 circuit. Refer to Circuit Testing and Wiring Repairs in Wiring Systems.

That depends on what is wrong. Does the pump run when you activate the wash switch? If not pull the reservoir out and check to see if voltage is reaching the washer fluid pump, if it isn't then replace the switch, if it is replace the washer fluid pump.

PROBABLE CAUSE Impact to the front bumper pushes the bumper back far enough to break the washer pump hose fitting. CORRECTIVE ACTION Replace the windshield washer reservoir and washer motor with updated parts. REPAIR PROCEDURE 1. Turn the ignition switch to ACC (I) to unlock the steering column. 2. Raise the vehicle on a lift. 3. Remove the right front inner fender. Unhook and pull back the bumper for better access. CLIPS (6 places.) SCREWS (6 places.) RIGHT FRONT INNER FENDER 4. Release the hooks on the upper right side of the front bumper. 5. Remove the clip from the filler neck, then remove the filler neck. FILLER NECK CLIP WINDSHIELD WASHER RESERVOIR CLIP WASHER MOTOR CONNECTOR BOLT BOLTS WASHER TUBES 6. Remove the right front fender trim, and disconnect the washer hose from the 90-degree fitting. CLIP FRONT FENDER TRIM FRONT HOSE 7. Disconnect the 2P connector and the two washer tubes from the washer motor. 8. Remove the washer reservoir clip and the three bolts, then pull out the reservoir. 9. Assemble the new reservoir components, but do not install the filler neck. 10. Trim 85 mm off the end of the 1,260 mm washer tube only. 11. Route the washer tubes on the reservoir. NOTE: The black fitting is for the front windshield nozzles, and the white fitting is for the rear nozzle. 85 mm 12. Install the reservoir. 13. Connect the rear tube to the straight fitting in the wheelwell. 14. Connect the 2P connector to the washer motor. NEW RESERVOIR Connect the rear washer tube. CLIP BOLT 9.8 N•m (7.2 lb•ft) 15. Install the filler neck with the original clip. Connect the front washer tube to the 90-degree fitting. Then reinstall the front fender trim.
