I had to have the module in my '89 replaced. If my memory serves me, I believe it was in the center console behind the parking brake lever (forward of the rear ash tray.) If my memory is failing me, then it could have been in the forward end of the console (like under the dash.) Anyway, hope the '91 is simmilar and you find this helpful.

Try pressing your turn signal indicator arm toward the steering column, If your wiper and/or headlight switch is stalk mounted try pressing this also they have varied by model year.

Could be a cold start(choke) setting problem.
Run some fuel cleaner through, red-x or the like and check the air filter etc. for dirt as this can be a problem with the mixture settings as most are now set at the factory and need to be adjusted by mechanics.

I would first test your starter circuit/fuse to make sure it has power coming into the fuse block and the fuse is transferring power to the wiring going to the starter, if that's good check your power feed going to your starter. It will go to your starter's solenoid switch. You can only test that while someone is trying to crank the vehicle so be aware of potential hazards while doing so. If you have power at solenoid but starter doesn't engage then you have a bad solenoid and would need to replace that or your starter as a whole. You can also buy a remote bypass switch to test the solenoid it is simply 2 wires hooked into a push button switch to allow current to go from point a to b when button is pushed in. On Rodeo, Amigo, and Pickup (except 1993-95 models W/3.2L engine), connect the single wire diagnostic leads located behind the left hand kick panel together. On 1993-95 Rodeo models W/3.2 engine, the data link is located under the left hand side of the instrument panel. On all models, turn the ignition switch to the On position. At this point, the "Check Engine" light should flash. codes
