You have a bad starter if all your connections are good and your battery is measuring 12.7 volts and above with engine off.

Since your lights don't dim when you turn the key, the starter isn't getting power at all. There is a large cable that runs from the battery to the starter, it should have battery voltage at all times. If it does, then check the smaller wire at the top of the solenoid, it should have battery voltage only when you turn the key to start. If that wire doesn't have voltage when you turn the key to start, look under the dash on the steering column. There should be a thick wire (about 12 gauge) that is red with a light blue stripe. This is the start wire. Test it for voltage when you turn the key to start. If you don't get voltage there, replace the ignition switch. If you do get voltage there, try starting it in neutral. The gear selector switch interrupts the starter circuit if the car is in gear so you can't grind the starter in gear or start it in gear. If this switch gets a bad spot on the contact, it can keep it from starting. It will only allow the starter to work in park and neutral. If it starts in neutral, then you need to replace the gear selector switch. If you get voltage at the ignition wire under the dash and it won't start in neutral, then you need to trace out the wire from the starter because it has a break in it and will have to be replaced.
