The tail lights working would not necessarily mean that the brake light bulbs are good. If they are the type that have a double filament (ie: one filament for the tail light and another filament for the brake light ) the brake light filament could be bad and the tail lights still would work. If they are either single filament type bulbs or double filament type, I would check the bulb, fuses, and contact switch on the brake pedal.
Both rear brake lights out . Top light works replaced 1157 bulbs and lights started working then quit ???
Check contact switch on brake pedal arm
SOURCE: no brake lights , everything else works
try playing around with the turn signal lever, push towards the dash.had same problem with 98 blazer, that is where your switch is located.

SOURCE: brake lights won't work. tail lights do. I
need to know if your third brake light up high is working or not.if it isn't,you need to check the brake light switch on the brake pedal with a test light, one side hot all the time, the other side should turn hot when brake pedal is pushed.
