1999 crysler town and country will not turn over and when I connect battery the dash light come on with no key in the ignition and fuse box under the hood goes nuts with clicking. at first the car would not shut off I disconnected the battery to kill engine... Now it will not turn over at all. but all dash lights are on with no key.. obvious I have an electrical issue but I don't now where to start I already checked the ignition switch...

You may want to try pulling connections off BCM (body control module) and cleaning them with contact spray cleaner or similar & re-installing. Sometimes you'll get lucky & this will cure it, without replacing BCM.

you have a relay thats getting hot and shutting off thats why you have the click. you may have a bad fusible link. do you have an after market radio in the vehicle if so make sure that its not wired to a circuit thats connected to the dash. hope this helps you.
