In the fuel line between tank and fuel rail. It is probably on driver side.

It looks like this: need to replace fuel filter on 1999 lincoln town c - c3dd78b.jpeg

P.S. On some models, they require these little plastic removal tools you can purchase cheap at any part store.

Fuel filters and elements are serviced by replacement only. Some
vehicle manufacturers recommend fuel filter replacement at 30,000 miles
(48,000 km). Always replace the fuel filter at the vehicle
    manufacturer's recommended mileage.

The fuel filter replacement procedure varies depending on the make
and year of the vehicle and the type of fuel system. Always follow the
filter replacement procedure in the appropriate service manual. The
photo sequence below shows a typical procedure for relieving fuel
pressure and removing a fuel filter.

Removing a Fuel Filter on an EFI Vehicle

Disconnect the negative cable at the battery.

Loosen the fuel tank filler cap to relieve any fuel tank vapor pressure.

Wrap a shop towel around the Schrader valve on the fuel rail and remove the dust cap from the valve.

Connect the fuel pressure gauge to the Schrader valve.

Install the free end of the gauge bleed hose into an approved
gasoline container, and open the gauge bleed valve to relieve the fuel
    pressure.

Place the vehicle on the hoist and position the lift arms according to manufacturer's recommendations. Then raise the vehicle.

Flush the fuel filter line connectors with water, and use compressed air to blow debris off and away from the connectors.

Follow the recommended procedures for disconnecting the fuel inlet connector.

Follow the recommended procedures for disconnecting the fuel outlet connector, then remove the fuel filter.

    Installing Fuel Filters

In-line fuel filters are installed in the fuel line. In carbureted
engines, the in-line gasoline filter is usually installed between the
fuel pump and the carburetor. In vehicles with a fuel injection system,
the location of the fuel filter is determined by the manufacturer. An
arrow on the filter shows the direction of fuel flow.

To install a new filter, begin by wiping the male tube ends of the new filter with a clean shop towel.

Apply a few drops of clean engine oil to the male tube ends on the filter.

Check the quick connectors to be sure the large collar on each
connector has rotated back to the original position. The springs must
be visible on the inside diameter of each quick connector.

Then install the filter in the proper direction and leave the mounting bolt slightly loose.

Install the outlet connector onto the filter outlet tube and press
the connector firmly in place until the spring snaps into position.

Grasp the fuel line and try to pull this line from the filter to be sure the quick connector is locked in place.

Then, do the same with the inlet connector.

Now tighten the filter retaining bolt to the specified torque.

Once everything is connected, lower the vehicle, start the engine, and check for fuel leaks at the filter.

It is either along the frame rail, probably drivers side under car follow the metal fuel line or it is in the gas tank right at the fuel pump, either requires removing tank or carpet inside trunk to get to access panel, but your problem is probably not fuel filter, with todays clean fuels fuel filters are a problem of the past, used to be a easy fix but that is why they hide them now because they are usually good for life of vehicle, 1999 is not old enough to make difference in this situtation.

Lincoln towncar 1999 not starting ive already replaced fuel filter, i have fuel pressure. maybe something wrong with antitheft ? i dont know its driving me crazy please help!!!!

This has become a pretty common problem with the mid to late nineties lincolns. I had the same problem. What I found out from research and trial and error is your battery may be weak. So try replacing your battery. also try resetting your Inertia shut off switch located in the trunk on the drivers side front panel.

It will not start it acts as if its out of gas. I have replaced the gas pump. Its still doing the same thing.

You will need to replace the fuel filter on your 1994 Lincoln Town Car. The filter is located below the rear seat on the driver's side. It can be accessed by jacking up the car. You will need to depressurize your fuel system and turn off the air suspension switch located in trunk of the car on the passenger's side. The filter goes in one way using the arrow on it. Take a pic of the old filter and note how it is installed before taking it out. Thanks for using Fixya.

Location of the fuel filter in a 1999 Lincoln Towncar

You DO NOT need to remove the fuel tank to replace this filter.

My 1999 Signature Series Town Car did not require the special tool. It has two push out clips which hold the fuel lines in place. New clips came in the box with the filter. The clips are off-white in color and look like skinny versions of the plastic safety plugs moms use to keep toddlers from sticking objects into electrical outlets in your home.

The fuel filter is located just below the rear passenger side door - along the outside rail of the frame. It May or MAY NOT require the special tool.

BEFORE YOU BEGIN.

Be sure to depressurize the system by turning the off fuel pump - either by unplugging the cord in the left side of the trunk next to the hinge mount or removing the fuse (#14 20 amp in the fuse box under the hood).

It's a good idea to take a picture of the assembly before starting to refer to when you reassemble it.

Spread some shop towels or rags on the ground to catch any fuel which runs out of the filter when you remove it.

There is a hose clamp holding the filter in its housing - loosen with a screwdriver.

Pop out the two clips then pull the fuel lines out of the filter at each end.

Wiggle the filter out of its mounting bracket, then install the new filter and reinsert the fuel lines into it.

Be sure the clips are inserted correctly to avoid leaks. TIghten the hose clamp.

Replacement took about four minutes and required only a flat-blade screwdriver. Clips pop out and back in with only finger pressure.
