To fold the rear seats down on an s type jaguar, pop the boot (trunk to you yanks) look just below the rear window inside and on left and right you will see two pull handles, tug on these and hey presto the seats are released from catches. Try looking for a strap in your trunk it should be located at the upper inside of your trunk, there could be one or two straps, when you pull on these straps they act as a release lever for your rear seats, pull the straps toward you and push the seats forward from the trunk side.
I had the same problem on my '03. The seats would not fold down using the latch release as I had always done. So I tried a combination of pulling up on the side latch AND the top latch and the seat folded down. It really doesn't FIX the problem but circumvents offending defective part. I will use this method until it doesn't work then I might shell out the $$$$$ to the dealer.
