1999 chevy cavalier 2 2 serpentine belt tensioner. Mounting bolt hits the frame before it clears the tensioner mount. forced the old one out but can't get the new tensioner up into the mount because the bolt appears too long. have tried every angle and short of cutting the bolt down 1/4 inch, it just isn't going to go. Any tips?

That pulley is the tensioner pulley. It is either manual or automatic. If it is a manual tensioner, the bracket that it is attached to it should have a square hole located on it bracket somewhere. This whole will look inoculous, but will be offset from the pulley. If you have a 3/4" socket wrench, you'll notice it fits nicely into this hole.
You use this hole (and the wrench) to twist the whole bracket and apply tension while you tighten the bracket itself down.
An automatic tensioner will have a spring inside and would pretty much work by itself when a belt of the proper length is installed. Your Hanynes manual would have already alerted you to how to adjust an automatic tensioner.

BTW, the tensioner pully usually rests on the back (flat) side of the belt and has no device attached to it.

Jack the motor up enough to clear frame or lower all which ever it is...place a block of wood on jack so u don't hurt pans under car..remove top motor mount and it should b more accessible then..only takes 10-15 Min to get where u want to to do the work
Chris, I understand what you're saying, but the sheer stupidity of engineering something in that manner makes me want to punch a GM designer in the mouth repeatedly! At least provide an access hole, which I thought about making myself. I ended up cutting the bolt off a little bit at a time, maybe 3/8 of an inch total, and put some blue loctite on it before stuffing it in the hole. Been about 4 months now. It ain't goin anywhere. Design stupidity at its best! : >(
