I changed the inner and outer tie rods.nothing looks loose or moves when the truck is down and you turn the steering back and forth.balljoint?
Could it possibly be your steering gear box? You said nothing moves when it's down and you turn the steering wheel? Does the steering wheel has a range of free movement as if it's loose?
Jack up the vehicle, support it properly (not to fall), grab the wheel on top and bottom and check for play on both sides. Most likely bad ball joint but could be loose wheel bearing also. Do both sides on whatever part is defective as the otherside will not be far behind as having the same thing happen.

sounds like the problem is in the valving in the steering box. You may have to get a new steering box. i would get it checked.

if fluid is flowing out the bellows, you need to replace the steering rack assembly. There is no fluid in the area of the inner tie rod. The seal is just before the tie rod.

The power rack and pinion steering gear is serviced as a power steering short rack (3L547). The front wheel spindle tie rods (3280) and tie rod ends (3A130) are serviced individually.

SOURCE: I need a suspension diagram that shows the Inner tie rods.
The inner tie rods are screwed into ends of the steering rack assembly.
Look at this diagram. #6 is the rubber boots and #7 is the shaft from the inner tie rods.
