The engine block is the base of the engine. Its the metal block base in your engine compartment.

You will find this sensor where the fat hos comes from the radiator and conects to the engine block. It would be on the housing where the thermostat is located. If it is not there you should look for a sensor that has a wire connected to it anywhere on the engine block where a water inlet is located. I hope this helps. its inside the hvac box under the dash you may or may not have to romove the hvac unit to change it. circuit high means an open circuit so check connectors and such

How to change engine cooling sensor on 2007 ford fusion

To begin, this year fusion had some issues with overheating problems which seem to be solved by 'bleeding' the coolant system of all air. Historically, an air bubble will become superheated and cause the temp needle on the dash to rise suddenly. This is often mis-diagnosed as a bad sensor, so initially be sure that the system is free of any air and is completely filled with coolant. http://www.fordfusionforum.com/topic/10969-engine-temp-gets-hot-sporadically/ If you do find that this does not solve the problem, and you determine that a sensor replacement is called for, it is always helpful to provide the engine size. The most popular engine was the 2.3 liter, 4 cylinder. If that is your motor, then it has two temp sensors. One is the cylinder head temp sensor and the other being the coolant temp sensor. If you have trouble code P0128, then this could be a result of a stuck thermostat, bad connection to the sensor or a bad sensor as you have determined. The reason I am providing all of this information is that you should eliminate other simple problems before replacing sensors. The temp sensor is located as an attachment to the water outlet adapter on the lower radiator hose.
