-Yes it has a relay.
-But base on what you said seams like the switch is not working properly. or bad ground on the effect side.
-Here some basic to check:
-Check the power at the motor of the effect side. If power present there then check the ground side for continuity . If No continuity at all then need to redone ground.
-If there is power there and ground is good then check the motor
in " Ohm " and then check the good one to compare. If it's too high or too low then I will replace the motor.
if it raises the window from the passenger side switch, then its not the motor, i would look into replacing the switch on the driver door, and make sure all wiring is in tact
Your power window motor could be bad. Remove the door panel and check for power to the motor. Check for power up and down switch position ,One wire will have power going up,the other wire will have power going down. If you do the motor is bad.
Not sure what a gem box is but we had the same problem on our 94. It was the plastic drive gear in the lift motor. Auto Zone sold the entire assembly for about $50. Yours might be rebuildable ie. plastic gear replacement. Considering where it is located R&R was relativly easy. Rmember to suuprt the window so as not to change position when you rmove the motor assy. Good Luck
