SOURCE: low speed fan relay for the 2005 chrysler town and country
If you are talking about the cooling fan relay for the radiator there is no low speed and high speed relay. There is only one relay and it is behind the grill revitted to the bumper rail. It is doesnt look like you typical relay.

Sounds like you need a starter, or you have a loose wire somewhere under the hood.

encrypted software ,dealer only----yes i know you are showing a reading but it doesnt mean anything or if it does it shows a different code .so your snap on or mac tools scanner is a waste of time and money.Nearly all new motors from 2005 are using encrypted software to stop general mechanics like me from working

i thought so.i have a factory shop manual for your car,they are still available from chrysler but they are not cheap. the voltage regulating system is not in the alternator it is part of the powertrain control modual, the engine computer.you should ist determine if there are any trouble codes for this issue,but if there are the check engine light should be illuminated,but may not be. test for battery voltage at the main large wire on the alternator, if not you may have a blown fuze in the large fuze box under the hood. if not i would still suspect the alternator ,when tested at the parts store it was cooled of ,you stated the light did not come on for ten minutes.
