The shifter control for the transmission is probably worn, so the connection to the electronic control switch is not making contact to be able to release the key,if your shift handle is loose from pushing and pulling, that may be the problem.

SOURCE: Ignition Lock cylinder set removal

Then you either got the wrong bolt, or the knob part is still in the hole. Take a close look at the bolt you took out, and see if something may have broken off it. If it did, you might be able to get the rest out with a magnet. There is a threadless part on the end of the bolt that's about an inch long. It goes down against the tumbler and hold it in there. The newer ones are a torx head, but i can't remember if 78 is or not.

You have a lock cylinder problem, the plate that holds down the tumblers has broken or come off and this is causing the lock cylinder to jam and not be allowed to turn, you will need to take out the cylinder to repair.

How do you rplace an ignition lock cylinder on a 98 toyota corolla

You can do this one yourself if you want it does not require removing the steering wheel. just the plastic housing from the steering column.
remove housing/cover. then look at housing with cylinder lock assem. on bottom about 1.2 inches or so from the end of the lock assembly you will see a very small hole insert metal pin into hole and push in while turning the key in the ignition backwards to accessory positionyou will feel the pin your pushing move in a bit, then you should be able to pull the cylinder assembly out. insert new assembly with key in the same position and turn forward this will install your new assemlby then reassemble your plastic column covers.
