plz check the following and update me
1. Fuel (To be exact proper air/fuel ratio, normally it is about 14/1)
2. Spark (in appropriate moment)
3. Proper timing (the valves should open and close only in appropriate time)
4. Compression in the cylinders (Normal compression is 120 - 170 psi. The engine won't start if the compression is lower than 70 - 80 psi.)

the jetta has a faulty alarm system from the factory i have been working on one in my shop. the alarm moddule is inside the dash behind the light switch and has a 10 pin connector and a 6 pin connector. this can be bypassed if you disconnect both connectors and jump the two large wire on the 6 pin connectors, these wires operate your starter. the car will start and run but your alarm will no longer be active. the door locks and everthing else will still work. the only issue i am having is the factory radio isn't working because it is controlled by the alarm. but worse case scenario i can use an aftermarket radio if need be.

There are a few possibilities:
First of all, don't use the factory alarm. If the problem disappears, then the alarm is causing the horn to activate.
If that doesn't help, then verify the horn switch itself. Probably best to have your dealer do this because it's very close to the airbag.
If it's not that, then it may be the dreaded BCM starting to fail. The BCM, or "Body Control Module" is a dealer only component.

CHECK FOR BLOWED IGNITION FUSE OR BLOWED FUSE LINK.YOU COULD HAVE SHORT ALTERNATOR OUT.BUT HOPE IT IS A FUSE OR FUSE LINK.
