Disconnect the negative battery cable with the proper size wrench and place away from the battery. Insert the key into the ignition lock cylinder and turn the key to the run position. Remove the steering column cover on a tilt steering wheel model by pressing the upper and lower section of the cover together and pulling free from the mounting plate. Remove the steering column covers on a non tilt steering wheel model by using a Philips screwdriver and unscrewing the mounting screws. Disconnect the electrical connector from the ignition switch by lifting up on the release tab and pulling. Press the ignition switch actuator pin by pushing a small screw driver into the key lock cylinder, while doing this pull the ignition switch out of the ignition switch housing.
Installation
Insert the new key into the new ignition switch and turn the key to the run position. Insert the new ignition switch into the ignition switch housing. Wiggle the switch back and forth until the actuator pin mounting hole is aligned and falls into place. Install the electrical connector back into the connector housing by pressing it in with your hands. Place the steering column covers back onto the non tilt steering wheel and insert mounting screws. Tighten screws using a Philips screwdriver. Place the steering column covers over the tilt steering wheel and press the upper and lower portion together to snap covers back into the mounting plate. Pull on the ignition key to ensure switch is locked into place. Turn key to the "off" position and remove the key. Insert the key and start the vehicle.

before you do that , if it is an automatic , check your neutral start switch. to answer your question , no you do not have to pull the steering wheel . You will have to pull the upper and lower steering column covers behind the steering wheel to access to the ignition switch assembly.
if you look on column right under switch you will see a small hole, theres the lock pin for the ignition, put key in ignition then with a small nail or pick stick in the hole push in then turn key slow you should feel pick push in the pin continue truning switch until a the dash lights come on and keep pushing in, then pull swith out, take new switch and turn key to same point as old slide in and turn key off, your done hope this helped.
disconnect negative battery cable.place the ignition lock in the off lock position. remove the 2 switch mounting screws.disconnect the switch from the rod.disconnect the wiring and remove the switch.TO INSTALL.ignition switch installation for non tilt columns.move the the ignition switch slider to the off unlocked position move the slider all the way down.then back 2 clicks.the remote rod hole in the ignition switch slider should now be centered.insert the remote rod in the ignition switch slider hole and install the ignition switch on the steering column.tighten the attaching screws to 35 inch lbs.ignition switch installation for tilt columns.insert the ignition key in the lock cylinder and turn the cylinder to the off unlock position.move the ignition switch downward to eliminate any slack and tighten the attaching screws to 35 inch lbs.
The plastic ignition actator (plastic gear drive) has lost the steel pin pressed on the end of it. This thing connects the mechanical key ignition switch to the electrical ignition switch(with pin gone will push ignition on BUT with pin gone cannot PULL ign. switch to off position),the whole steering column will have to be removed from truck to replace.Availible from Ford or parts stores--ASK for plastic ignition actuator-metal one is for 1987 to 1991 F150s.
