The small block Chevy engines commonly wear down and break rocker arms. The chirping is caused by a lack of oil between the rocker arm and ball.
Testimonial: "I turn on the engine today and it started doing the same noise ...it was from where the fan and the belt goes their was smoke coming out it smelled like burn rubber .I turn it off and I closely looked the belt on the sides looked like it was peeling away ..if it makes any sence ?"

You probably have a belt driven component freezing up. Could be an alternator bearing or water pump bushing going bade. Take the belt off and see if any component turns hard.
Took me 3 days to figure this out how dumb am I lol their was no power steering fluid and no brake fluid what so ever the other problem with carburetor the carb was making motor run fast while I had the vehicle on park ..well I took the carburetor lid off and I pulled the choke wire and acceleration wire back after all I turn the egnition on it went back to a normal running engine ..if it makes any sence

SOURCE: i have renault megan scenic 05 plate 1.6
Possible dephaser pulley or dephaser solenoid. Pricy
SOURCE: 2002 mustang makes rattling sound when accelerating...
Possible bad motor mount(s) --only thumps or rattles when power is going to the wheels.
SOURCE: 4000 rpm at 70 miles per hour
You should have another gear "5th" at 70mph your tacho should read about 2500 rpm.
Make sure you don't need to depress something or push the gear stick against a spring to select 5th.
Is there a gear layout on top of the gearstick knob, do you have 5th gear on there?
The highest gear ratio is a little over 1 to 1 so at 70 mph you would expect 3500 rpm, but, it is a little over 1 to 1 so it will be closer to 2500rpm.

like i was saying it had chirp sound before when i pealed off the only way to make the noise go away is by greasing the belts but the noise comes back the next day i dont really move it around because is loud and is emberrasing ..should i rebuilt my motor ?
Iol I have no idea sorry this happend to me at night I can't even see the odometer it doesn't have a light .......You guys might think it be the carburator that is making the motor run to high how can I fix it myself ? and about the loud chirp noise could I fix the pulley myself ?
