The small block Chevy engines commonly wear down and break rocker arms. The chirping is caused by a lack of oil between the rocker arm and ball.

Testimonial: "I turn on the engine today and it started doing the same noise ...it was from where the fan and the belt goes their was  smoke coming out it smelled like burn rubber .I turn it off and I closely looked the belt on the sides looked like it was peeling away ..if it makes any sence ?"

You probably have a belt driven component freezing up. Could be an alternator bearing or water pump bushing going bade. Take the belt off and see if any component turns hard.

SOURCE: 4000 rpm at 70 miles per hour

You should have another gear "5th" at 70mph your tacho should read about 2500 rpm.
Make sure you don't need to depress something or push the gear stick against a spring to select 5th.
Is there a gear layout on top of the gearstick knob, do you have 5th gear on there?
The highest gear ratio is a little over 1 to 1 so at 70 mph you would expect 3500 rpm, but, it is a little over 1 to 1 so it will be closer to 2500rpm.

Clk350 squeaking sound, Seems to be worse in cold. Sound same with acceleration. No engine light on. Cold day sounded like the fan was going to blow. Today (warm) is more like a chirping sound.

Noise from interior blower motor? If in engine compartment, go to drive belt. Shiny or cracked, replace. Hand spin the free spinning wheels for the belt to see if any are hard to turn. (Be feeling for roughness). If none, change belt. Take picture or make drawing of how belt is routed before removing.

I have a 95 Buick Regal. It makes a noise when running ,but if take the belt off it stops.

it depends what kind of noise, if its a licking noise the pulleys that the belt is being turned by could be bad (belt tensioner pulley ,Idler pulley etc.) if its a squealing sound like a high pitched whistle or like a rubber heal screeching on a tile floor constantly the belt is no good there is fabric on the inside of the belt and when it wears away you will get the chirp or squealing /screeching sound from this. inspection of that belt will tell you look at the grooves if looks like shiny rubber you found it if it doesn't and the fabric is there then a pulley is the problem bad bearing can make the belt slip resulting in the squealing good luck LATER MAN!

My 1997 Malibu is holding up very well. Recently, I have noticed a slight chirping noise whenever I idle (especially after starting the car) and when I accelerate to about 45 or 50. It is NOT a whine...

Remove the serpentine belt notating the direction of travel. Start the vehicle long enough to confirm the chirp is either still present or it has stopped.

If the chirp stops manually spin all the pulley by hand to see if you can duplicate the sound. If nbothing else is making noise and the belt is in good shape put the belt back so that it travels in the opposite direction. If the noise persists replace the belt. If the noise goes away see how long it lasts. I have had many that have not returned after rotating the belt.

One other thing you can try is putting a small dab of di-electric grease on the belt, with the engine off of course. Spread the dab around a little with a finger, again with the engine off. Start the vehicle, give it a couple of seconds to let the grease work around the belt. If the noise goes away replace the belt.

Broken a/c compressor

it depends what you want to do. you can take the compressor right out and run a smaller belt.,if it will allow that,or replace it if you want air conditioning.

1994 Buick Regal 3800 shut off periodically and now won't turn on

Sounds like you need an internal inspection of the engine. Valves, lifters, rods. pistons and rings etc. One of the worst things for cars is to let them sit for years.
