Had the same problem on my wife's 1999 Cherokee. I had to take the entire left side of the dash off to get the instrument cluster out. You need to unplug it and clean the plug and the instrument cluster itself off and then put everything back together. Worked for me and haven't had a problems since. One note: the headlight switch has to be taken off and it's kinda hard. You have to get up underneath it and there is a clip that has to be pinched in order for you to pull the switch off. Hope this helps because I know what a pain it is!

I didn't see an s15 in that model year, in my database?
If the speedometer works but the tach doesn't, I think something is wrong with instrument cluster?
GM has had a problem with fuel gage sending units. The sending units are not hard wired to instrument cluster, they send signal to pcm, the pcm sends serial data to instrument cluster, telling the cluster the gage settings.
It may be possible to use different size resistors in place of the fuel level sending unit, to see if fuel gage reacts properly to different resistors, if the gage reacts properly, then I think the problem is the fuel gage sending unit.
have you tried working on one problem at a time? have you check the body computer for any codes? and to also verify the bus line is ok. if you find nothing wrong with BCM or bus, try checking the speed sensor for an output signal or if the gear is bad.
mine stoped working and i had to do a cluster diagnostic by pushing and holding the milege reset button untill the diagnostic test starts this might solve your problem
Have you checked it with a scan tool to be sure it is actually getting the information? The instrument cluster do go out, meaning the ribbon on the back.I would check the connection, then turn to a way to determine if it is recieving a signal from ECM.
check the fuel pump fuse/relay, could be just bad enough to cause an intermittent start/no start. and check fuel pressure, spark and the crank position sensor.
