it shouldn't. usually when your power steering pump starts making lots of noise it's about to die

I have seen a couple noisy pumps on these vehicles. The fluid wears out after awhile and I have cured the noise before by simply draining and flushing with new fluid. You must use Chrysler ATF +4 transmission fluid for this, nothing else is suitable. This should work, if not, you'll need a new pump. Use a mechanics stethoscope to confirm the location of the noise, these trucks had problems with noisy alternator bearings as well.

Did you bleed the power steering pump after you replaced it. I know its a dumb question, but I have seen it before.Slowly move the steering wheel back and forth from stop to stop. Make sure the fluid is always full or you will reintroduce air into the system.
I suggest that you check your front CV joints. It is common for the boots to tear, allowing the grease to leak out. Lack of lubrication, dirt and moisture destroys the joint. You can purchase a remanufactured shaft ready to install at some part stores. I have a '93 Grand Cherokee with 220,000 miles, and over its life, I have replaced both sides twice. Good luck!
