I just replaced the turn signal flasher today in my 1996 Olds Ciera. It was not near the steering column. It's actually behind the fuse box in the glove box but the easiest way to get to it is to remove the ashtray/cigarette lighter and it's harness and reach back to the right behind the fuse box. It took all of 10 minutes to replace. This is not the same as the hazard flasher, just the turn signal one.

Yes be sure the number one piston is at TDC firing stroke or compresson stroke and line up the timing mark pointer is pointed at exactly zero. One more thing when aligning the camshaft sprocket or sprockets be sure that when you are rotating the sprocket for the cam it is rotating in the correct direction and also be sure you observe the intake valve for number one shutting as you bring the marks up to alignment points, the intake valve and the exhaust valve should be shut when the marks line up if not you could have the cam sprocket off 180 degrees, get it right the first time or you may damage a valve trying to start.

THE TOP GEAR DOES NOT HAVE A MARK ON IT.BEFORE WE TAKE OLD ONE OFF WE WANT TO FIND A MARK TO SET IT RIGHT WHEN WE PUT NEW GEAR SET ON HAYNES BOOK DOES NOT HELP VERY MUCH.
how do you check the timing on this it may have jumped a tooth we don't know for sure.
Well, there's always a mark, sometimes they are hard to see, but sometimes you just have to reference off the keyway. Here's a factory diagram that may help.
Oh, sorry, now I know what your talking about. Scribe the gear before you take it off. Then lay it beside / on top of the new one and scribe it.
You may have noticed that there is no distributor as well.
