The fuses are good, just stuck in park. dash lights wont come on like seat belt, battery etc. It will not start but will turn over. Is the ignition switch bad? or is it something else like nuetral-safety switch?

as stated above which fuse would be best to use for this fid [forced Ignition disable] everything works great except when I turn off the ac or go to vent on the dial. This is supposed to turn off so a theif wont drive very far and it will turn off. the car but will still have brakes and lights etc. So safety is still a factor.
ABS turned on when I placed it in park then disconnected my trailers came back placed it in reverse parked it turned it off went to go back to turn on nothing everything turns of but wont ignite light if the battery was dead. Brand new battery changed the starter nothing.
The parking lights wont come on on my 97 protege all fuses appear good
