Blower motor resistor unit is located under the dash on the passenger side on my 2001 (on earlier years it might be inside the dash accessed from above rather than below). The resistor unit costs $25 or less (at least it did when I bought a replacement a couple years ago) and it takes about 10-15 minutes to replace. Not a big deal, you can definitely do it yourself. The following text is from the 2000 Durango service manual. The "Cowl Plenum" is some plastic on the front of the dash. For my 2001 I didn't have to remove that, It was accessible under the dash.

"(1) Disconnect and isolate the battery negative
cable.
(2) Remove the cowl plenum cover/grille panel
from the cowl top.
(3) Reach through the cowl plenum access hole to remove the two hex screws that secure
the front blower motor resistor to the cowl plenum panel.
(4) Pull the front blower motor resistor and its wire harness out of the plenum panel and through
the cowl plenum access hole far enough to access the wire harness connector.
(5) Unplug the front blower motor resistor from the wire harness connector.
(6) Remove the front blower motor resistor from the cowl plenum.

INSTALLATION
(1) Plug the front blower motor resistor into the
wire harness connector.
(2) Install the front blower motor resistor to the
cowl plenum panel by feeding the resistor and wire
harness back through the cowl plenum access hole.
(3) Install and tighten the two screws that secure
the front blower motor resistor to the cowl plenum
panel. Tighten the mounting screws to 2.2 N·m (20
in. lbs.).
(4) Reinstall the cowl plenum cover/grille panel to
the cowl top. See Vacuum Reservoir in the Removal
and Installation section of this group for the procedures.
(5) Connect the battery negative cable."

Honda Accord 2002 heater blower control works only in the high position. The 1, 2, and 3 positions do not work but the high (4) does.

The heater blower is normally controlled by voltage sent to the blower via a resistor network.
In this case it seems that this unit also called the fan resistor is defective.
I assume that 4 is the position where the blower is running HIGH and in this position the blower is powered directly without using resistor for lowering the speed of the blower. In step 1 - 3 the blower is powered via the mentioned resistor network.

In my opinion the resistor network is defective.
Replace it !!!!.

You are probably going to need a blower resistor,High blower runs a seperate relay and the other speeds run through a resistor.Ussually located on the heater box under the dash.

If you mean the fan only runs on high speed, then you need to replace the heater blower resistor. It is usually located on the heater box, close to the blower motor.

replace the blower motor resistor located on the heater box were the blower motor is located the wiring to the blower may go to it. This is very easy to locate if you buy the part first.

Interior fan won't run to run A/C or heater. I

If blower only works on high speed I would say blower motor resistor but if it does not work at all I would suspect blower motor. Make sure you are getting power to motor if not it might be blower motor switch.

Heater blower went out?

Either the blower went bad or the heater relay went bad. This does not sound like a heater core problem unless you where smelling a SWEET smell when it was running.

Heater fan motor wont run on high

Check or have checked the blower motor resistor. This is usually how they act.
