It sounds like the electric cooling fan on the radiator is hitting something,and making it run too slow
Buicks have hydraulic liffters for the operation of the valve train.
what causes the ticking noise is the hydraulic liffters getting air in them when they are ment to have oil in them. Hydraulic liffters are used in passanger cars to make the ride smoother and keep the engine quieter. Overtime hydraulic liffters can wear out mostly lack of good clean oil in the engine and sometime due to old age. If the oil is not changed before its end of life it will begin to sludge up the engine which will rob you of gas mileage, horsepower, and torque. The worst part about sludge is it gets everyehere even in hydraulic liffters, which cause the hydraulic liffters to slow down or seize up because the sludge has filled up the lifter with sludge and pushed out the oil. The actual fuction of the hydraulic liffters is to open and close you intake and exaust valves. Buick uses hydraulic liffters not only to quiet the ride but to lower maintance cost to the owner. The only downside to usinghydraulic liffters is the engine valve timing is not exaclty the same a valve moves but don't worry because it moves in an exceptable range but well when full of sludge.
a quick summary for ticking sound either the oil is not being changed enough with a quality oil cause sludge or air somehow has gotton in the lifters
For running hot when you stop.. check your coolant check you electic fans and the electic fan coolant sensor for starters. water pump would be second best then thermostat if none of this solves you problem you go bigger issuse which i won't disscuss now

Check to see that the emergency brake isn't engaged. This happened to me a couple weeks ago after I did some work on the dash and had to barely depress the pedal. Also verify your brake fluid is ok.

Okay, lets hope it is something simple. Remove the underhood light bulb. At night, in the dark, start the engine and look under the hood. You may be able to see sparks jumping. This would be bad wires. If you can see where the spark plugs go and one has a spark jumping it is just one bad sparkplug. Turn off car-replace underhood bulb.
If you see no sparks then it is most likely the valve train. If you have adjustable lifters they need someone to tighten them up to specifications. If they are not adjustable you may need to replace worn parts.
Make sure you keep fresh and plenty of oil in the engine. It can not repair worn parts but if the oil is low or dirty you will have bigger problems.

The TCC solenoid in the transmission needs to be replaced. This is a common problem that requires removal of the side cover of the transmission.
