When in doubt, check them all (ten minutes with a test light...fuses have a probe opening behind each connector.)

Where is the Windshiled wiper relay in a 2000 chevy silverado 2wd base truck

Check the fuse box under the hood. Typically on driver side behind battery. Top lifts off to expose relays and fuses.

The windshield wipers stopped working, I checked the fuse box and none of the fuses looked like they were blown.

You must examine the fuses to rule out a blown fuse ... better yet ... test them with a proper tester. If they all check out, repost indicating there is no problem with the fuse

Are you sure the motor is not running and there is a mechanical disconnect somewhere?

The motor for the wipers is located inside the windshield frame. you need to un hook the frame from top and remove bolts holding windshield frame up and fold windshield down. access doors on bottom of frame.

1979 cj7 dsh lights wont work

If all the fuses are good, try turning the dimmer and see if the lights come on dim. If the lights still do not work, it could be a bad switch.
I would check the headlamp switch with a test light.

Check out the last paragraph, re: which proportioning valve should I use?

It says that either will work, but the YJ valve is cheaper
