Someone put the wrong key (resistor value) in the ignition lock, you will have to disconect the battery for 3 min. Make sure you have the right key. Very important! Make sure the climate control is off before disconecting/conecting the battery.

This may be related to the antitheft system The system is known for turning off the starter and/or injectors when it fails. Is there a light on the dash that says SECURITY? This is a common problem worth looking into. http://www.diy-gm-security.com/
Many "no start" situations on GM vehicles can be traced back to the security system. If there is a light on your dash that says security, this is you problem. Not the starter. http://vatspasslockpasskeysecurityhelp.yolasite.com/
The security system (VATS/PassKey) is having problems, it's typical on those cars/years. You can find a great write-up here: http://newrockies.ca , it was the only thing that saved my 94 Park Avenue that has the same security system.
i have a 98 buick park avenue i got a problem running it. it start but when i hit the break pedal some light comes out the direction signal and it shuts off i check all the fuse

Make sure the battery cables are clean and tight on the battery. Check to see if the wires to the starter are tight. Try starting it in neutral to make sure the safety switch is being make. Also hold it up into park and try.
Roll down the drivers side window. Close the door. Turn the key to the On position but not cranking. Let it sit there for ten minutes with the key on. After ten minutes turn the key off and then try to start the car. I hope this helps.
