Question about 1996 Ford Explorer
Have some one press down on the bonnet while you pull the cable knob as sometimes the adjustment makes it difficult to pull hard enough to undo the latch. If that works then adjust the latch before closing the bonnet

SOURCE: Hood latch cable replacement ,
I have a broken cable on a 2002 focus. I now use a flat steel ruller and insert it between the bottom fins of the grill infront of the rad. Use a flashlight to see the latch mechanism where the cable pulls on for the first few attempts until you are use to finding the location. You don't want to jab the rad. I am currently scouring the wreckers for a replacement.

you might have to go under the car between grill and radiator and locate where the cable went to the hood latch and use pliers to grab latch to open it
