This is a problem with the blower motor module. It needs replaced it is located on the passenger side under the dash by the blower motor. You can unplug this and it will turn off.

you need a resister found under your air duct by the passenger floor under dash board auto zone sells these for about 25.00 you may as well buy cabin air filters while your at it . 1 of the screws will be a pain to install back into the duct work I left mine out didn,t make a difference . you might have to order it as they are a comman item oh you will need a vacuum to clean up mess from cabin air filters .this is not a hard job .

more than likely your heater core is stopped up if you undo the two heater hoses and flush them with a water hose back and fourth till water is clear that should make it hot

replace the blowermotor resistor, it is also called a blowermotor control processor its located on heater box next to the heatercore, here a picture of it and a diagram to show you exactly were it is. this will solve your problem,hope this helps you.
