the fuel pump will run for 2 secondes with key on to prime system. then when you crank engine it should run all the time. you check fuse and if current go to fuel pump at tank connector. if there is current then the fuel pump must be defect.
It may take 3-4 times cranking for a few seconds, with a 5 second pause
between to get fuel up to the engine. Also may have sucked up some
dirt/debris into the fuel pump after running it dry. May want to change fuel
filter. you can try to have someone bang on the bottom of the tank
while someone else cranks engine. Sometimes this will free up a stuck

you have to remove the fuel tank, unhooking everything attached to it, drag it out from under the car, and unlock the fuel pump locking ring with a hammer and punch. Empty the gas out, replace, put the tank back the way it was, and put the gas back in. You should then be ready to go.
No, the fuel regulator from a 96 will not fit a 98. The 98 is a vortec and i believe the 96 is TBI. You are on the right track though, but the fuel regulator is attached to the fuel injector spider and is one unit inside the upper intake. It is relative easy to replace just takes some time.
You might want to have your fuel filter replaced. When you run a tank that low, the fuel pickup takes in debris and sediment on the bottom of the tank, which may be clogging the filter, preventing gas from flowing.
