The stop solenoid is located on top of the injection pump ind will either have a single wire going to it or a bunch of wires going to it. if it has a bunch of wires going to it then it is part of the pump (very expensive)
if it is just a single wire they are quite cheep to replace.
if it is a petrol then he is probably refering to the fuel cut off switch located on the right inner wing under the bonnet, this is a black unit with a red cap.

My insignia broke down after driving 300 miles and now it won't even try and start. Its as if of the battery is dead but the rac guy said there is power to the battery.

If the battery test good, then check and make sure the cable ends are clean and tight. With a volt meter check to see how much voltage is at the fuse panel. Make sure all fuses and relays age good and have a tight connection. Could be bad wire connections.

My focus just stopped and now i have got no compresion and it wont start any ideas what could have happed

Sounds like the timing belt as broke. The crankshaft WILL still turn when cranking the engine... the problem is that the camshaft(s) are not turning. This MAY be an INTERFERENCE Engine!!! If so , you may have internal engine damage.. so replacing the timing belt may not be the only thing needed to get the engine back to life.

You have two options: First is the starter motor-when the car wont start did you have sound from the starter? If not change the ignition contact plate located behind the barel. If YES - there is another thing.Change CKP/crankshaft possition sensor/

My 99 explorer dies at a stop and starts right up.

Sounds like the idle air control solenoid is either sticking or is bad. It will let the motor die when at a stop very easily. You need to have the ecu scanned for a code to verify this first before doing anything else. I have even had a situation where a bad tank of gas also caused this, a fill-up cured it right away. Hope any of this helps you.
