I have a Plymouth Reliant 85 or so model. I'm not getting any fuel to the carb. I checked the filter in the rear of the car. When I turn on the ignition, I can here the pump run for about 3 seconds and turn off. With the fuel line off the filter, the line from the tank, I get no fuel at the line. I cannot determine if there is a fuel pump at the engine or not and if that would even be the problem. Any ideas what this could be???

Possible float is sticking in carb. Tap side of float bowl with screwdriver and see if that helps. If not, I suggest checking the float level and make sure it is adjusted at the right height.
check for vacume leaks first. you stated that the carb was loose and you tightened it. you probably need to replace the gasket beneath it (thats why the carb seemed loose)
You're right; It sounds like fuel delivery, but start with the simplest suspects first. Change the fuel filter(s) first, and if this doesn't get it, go for the fuel pump.
I would suspect the pickup in the distributor. It is a common problem, and a fairly cheap and easy try. It is located under the rotor button, and should be about $15-20.
But you'll have to plug the line very fast. with the pressure and volume of a full tank it makes that simple job a bit more of a task.
When you remove the rubber line from the nozzle of the fuel filter have a stemming plug or bolt handy to quickly insert to seal the flow from the line coming from the tank.
If you can either drain the tank via manual or electronic siphon or run some of that fuel out. Before taking that on or you're going to spill an yet to be determined amount of fuel.
MAKE SURE KEY IS OFF USE A BUCKET AND TAKE OFF LINES TO THE FILTER YOU WILL LEAK SOME THEN REVERCE THE SAME WAY BACK BUT MAKE SURE THE ARROW IS POINTED TOWARD THE ENGINE ON THE FILTER
It's located on the passenger side of the car in front of the rear tire.
Change it in the morning, after the car has stood overnight as it will be under pressure otherwise, and need to be depressurised.
Have a bowl and rags handy to catch spilled fuel during this operation.
You will need a Spanner to remove the bolt holding the filter and pliers and/or a screwdriver to remove the hose clamps from the filter.
Remove the bolt and then remove the hose clamps. Slowly pull the hoses off the filter. Dispose of the used filter properly. Then reverse the steps to put on the new filter

Yeah, The fuel filter for a 2.2L plymouth reliant Le is on the passenger side just before the rear tire. Its like right next to the gas tank. Sort of in by the middle (not by the body frame). Hope this helps.
I added fuel to the tank, I wonder if the pickup on the fuel pump could be clogged?
