Car must be on and brake pedal depressed to shift. If you have no brake lights then the car doesn't know the pedal is depressed and will not shift out of park. This car has an interlock overide on the shifter console, push it and it will come out of Park. You will need a brake light switch tho.
Turn the ignition to on(but dont start the car). Depress the brake and listen for a click. There is a shift-interlock solenoid that will keep the car from going into gear if your foot isn't on the brake. That may be bad.
That system is also activated by the brakes, so make sure the brake lights are all working and the fuse for them isn't blown. Please let me know what you find.
