Hi:
I am assuming that your 1999 Civic still has spark, so one thing worth checking is your fuel filter. Often when you run out of fuel, dirt and water is drawn up to the fuel filter. If you haven't changed your fuel filter for awhile, this is a good idea anyway. It is mounted to the firewall, back behind the engine on the passenger side. Hopefully a new filter will get you up and running, and if not, you can check your fuel pressure next and go from there?

My cobalt cranks but won't start

sometimes engines can crank but just cant crank fast enough to start. try jump starting it. if that doesnt work try unplugging the mass airflow sensor and starting it. if that works could be a bad mass air flow sensor. if that doesnt work (if you are mechanically inclined enough) try spraying a little starting fluid or flammable break clean into the throttle body and try to start it to see if it starts and then dies. if this is the case then you have a fuel issue (most likely the fuel pump). if this doesnt work you'll need to get a code scanner to see if there are any codes. if there are try to figure out the ones that seem like they are related to the engine running (aka crank sensor, coil circuits, or lean and rich codes ect.) usually in this instance you'll have to take it to a shop to figure it out

What runs the daytime lights, dash warning lights, and fuel pump. these seem to be the factors of why my truck only cranks but doesnt start.

Check all fuses and relay fuses. Then "crack" the fuel line to the injectors and crank to see if fuel is present. If fuel pressure is present, check for spark (Ensure no spilt fuel is around) by cranking with plug lead shorted off the spark plug.

You could try cycling the ignition switch on and off several times before you crank it. If it helps check the fuel system. The spider fuel system is noted for problems. Key on engine off, 60--66 psi fuel pressure.

Why doesnt electricity to my fuel pump the fuel pump fuse doesnt have electricity

wont have constant power unless its running ,,,, when you first turn on ign it cuts in for a few seconds to prime the fuel system and then only runs constantly when engine starts,,, if its not doing this it could be a faulty relay or a crank sensor

Fuel pump because it's not making enough pressure. That's why it's coming out of line but not getting to injectors. Check and see if someone may of put in line filter if so it could be clogged up.

Hi, if i understand you, do you have to crank the engine over, but it doesnt ignite and run. But if you come back in 10 min. It cranks and starts. First, is this issue happening if the engine is cold or when it warmed up. One of my trix to see of you have a fuel or ign
Issue is spray some starting fluid in the air cleaner. If it starts then you have a fuel issir. Of it doesnt its am ogn

Engine cranks but doesnt run

It almost sound like a bad coolant temperature sensor, but that is just a shot in the dark. I did have a 1995 LeBaron that had the same problem, and it had a bad coolant sensor. Is the check engine light on? Are you getting spark when it cranks but won't run? The fuel pressure itself, may have something to do with it, and with fuel pumps, they have a PSI specification, but there is also a volume of fuel amount, such as 1 pint in 15 seconds, I'm not sure what that amount is for you vehicle, but that maybe something to consider. I'd check for any vacuum leaks too.
