so many reasons can cause this issue,
1- rusty cable
2- burnt fuse
3- low battery voltage.
4- to manage the car and drive it to a service center, look near the gear selector, you will find a black plastic cover fixed on the front side of the lever, left side,
pull it and fix teh key inside and move the gear,
No, make sure the car is in park and turn the wheel, this should allow to turn the key.------------------------------------------------------------------------------------------ Autel MaxiDAS DS708
There
is a recall on 1998-2002 Accords regarding defective ignition key
mechanicals. Try jiggling the transmission shifter on park, while trying
to extract the key, to make sure the shifter sensor (park) is allowing
the key to be retrieved. For what i have read, the recall failure works
the other way, it allows the key to be taken out on any gear, engine on
or off !!.

The same thing happened to my 2003 Honda Accord...took it to the dealership, and they had to replace my shift lever entirely. Something about the cable between the ignition and shift lever not being read correctly...(basically, my car is not reading that it's actually in park and therefore won't release the key)....
This has been know to happen with age and after a good dousing with coffee or soda. Access to the switch is relatively simple by removing the console trim cover.
All you need to do is push the Shifter in harder into park and the key will come right out.. I had this problem once too.. The car just doesn't know it's in park because you didn't push it in far enough.
There a several recalls that deal with this problem, it seems that due to a defective part in the ignition interlock system at times the key not be removed from the ignition, it appears the issue is corrected by installing a new lock cylinder, to read the full text of recalls on this issue go to link listed below.
follow instructions in manual for SHIFTLOCK RELEASE
Turn off car.
Engage Parking Break
Take ignition key and put into shift lock release slot (near gear shift)
Push down on key and at same time MOVE gear shift to neutral.
Remove key, start car as normal and disengage parking break...
good to go.... mechanic can replace/repair if this is an ongoing issue: $85 I read somewhere...but heard it's not hard to do yourself for $35 someone else wrote.
will not go into park cannot remove key from ignition
