I have a 1999 plymouth breeze the horn keeps blowing I took out the fuse.do I need to buy a whole steering colum or just the horn

Are you saying the horn blows when you turn the steering wheel ?
Could be the horn pad on the steering wheel, or a wiring problem in the column.

The fuse keeps blowing out because there is a short circuit. Check the tailight sockets for corosion. Is there a tow package wiring installed?

sounds like you have a short in the clock spring assembly behind the steering wheel, remove the plastic cover from the steering colum and unplug the connector for the horn reinstall fuse and make sure it dosent blow while horn is unplugged, replace clockspring if fault is gone

Believe the wiper assembly is stripped how do you remove?

I have a '98 breeze you need to take the 4 screws out of the black plastic cover top pf the hood and below the windshield BUT I would take the bottom section off the steering colum and check the plug to the wiper switch I replaced the motor it still wouldn't work so i took the colum loose and the switch had come unplugged just pushed it back in fixed the problem... hope it saves you some time and money..

The horn blows every time I turn the wheel. I hae to hold the horn pad on the steering wheel to keep it from honkning

If you can take the pad off the steering wheel there should be 2 wires that operate the horn. One is positive and one is negative. When the 2 are touched together the horn will sound. You may have a bad wire or the rubber coating is coming off the positive wire, causing it to honk when touched to a ground ( like your steering wheel)

Horn does not work on 1999 plymouth breeze any suggestions why?

Need to check for either a 12V feed at one of the horn terminals with an assistant pressing the horn button. May be an earthed switch so if no 12V then switch your multimeter to resistance (ohms) and check same wire/s for earth when assistant presses button.

Do not attempt to get into the steering wheel. The safely airbag enclosed in the steering wheel is armed and can trigger. It has the potential of severely hurting you if triggered.
Only a qualified technician or your dealer can correct the issue.

Mt plymouth breeze keeps blowing fuses wont even start

If it is blowing the starter fuse you probably have a bad starter with a high draw.You might want to take the car to a repair shop and have the starter circuit tested.....I hope this helps you.
